Confirmation ought to be received in the state of grace, preceded by a good confession and while fasting. Confirmation is normally reserved to the Diocesan Bishop in all cases except for those adults who enter the Catholic Church by receiving the Sacrament of Baptism at their parish.
The Diocese of Phoenix follows the more traditional policy of giving Confirmation to children prior to their receiving their First Holy Communion.
